आखिर गलती कहॉं हुई ? मेरा मन पिछले कुछ बरसों से बार-बार स्वयं को टटोल रहा है । सरकारी दफ्तर में बिना पूछे सवर्ण या ब्राह्मण के ऐसे फ्रेम में कस दिया गया हूँ जिससे मुक्ति की उम्मीद ही खत्म हो रही है ।
मैं यह सब किसी को सफाई देने के अंदाज में नहीं लिख रहा और न किसी जाने-अनजाने अपराध बोध से मुक्ति के लिये । पिछले दिनों मैला ढोने वाले, सीवर साफ करने में जान देने वाले सफाई कर्मचारियों के संदर्भ में मन-ही-मन अपने को जरूर धिक्कारा कि चालीस बरस पहले जब गॉंव में रहते थे तो उनके प्रति हमारे अंदर इतनी क्रूरता, दूरी, तिरस्कार या उदासीन भाव क्यों था ? तुरंत उत्तर अन्दर से आता है । क्योंकि सवर्ण, जातिवादी सामाजिक सांचे ने हमें जो दिया हमने मान लिया । जैसे-जैसे पहले गांधी फिर अम्बेडकर और दूसरी पुस्तकों की रोशनी में इनका दर्द महसूस किया, इनको समझा इस निर्णय पर पहुंचने में देर नहीं लगी कि जाति प्रथा के इस कलंक को मिटाने की जिम्मेदारी सवर्णों की ज्यादा है या कहिये कि उन्हीं की है ।
1975 में कॉलिज के दिनों में जे.पी. आंदोलन की जिस आंच में मैंने देश, समाज, स्वयं को मौजूदा सांचे से कुछ अलग समझना, जीना शुरू किया जाति के ग्लेशियर कुछ-कुछ पिघलते लग रहे थे । यों जाति के कठोर सांचे और प्रभावों से हम घिरे जरूर थे मगर मुक्ति की छटपटाहट शुरू हो चुकी थी । घर में उनके अलग कप रखे जाने पर हम भाइयों द्वारा इसका विरोध शुरू हो चुका था । अपनी भाषा, समान शिक्षा, धर्मांधता, अंधविश्वासों का विरोध, जातिविहीन समाज के सपने दिन में आने लगे थे । आज बहुत सोचकर भी उत्तर नहीं ढूंढ पाता कि सब कुछ फिर उल्टा क्यों शुरू हुआ ? ज्यों-ज्यों दवा ली मर्ज बढ़ता क्यों गया ? जाति की फसलें किस खाद, पानी से लहलहाने लगीं ? कहीं अधकचरे, अपरिपक्व लोकतंत्र, राज्य व्यवस्था या धर्म का जटिल सांचा ही तो इसका जिम्मेदार नहीं है ?
गॉंव के छीतरमल जाटव के चिथड़े और तार-तार हो गये हैं तो शहर में मैला ढोने वाले, सफाई वाले, मोची, मजदूर और बेहाल । चांदी काट रहे हैं और दर्प से हुंकार रहे हैं तो जाति के नाम पर गोलबंद होकर दफ्तरों के बड़े पदों पर पहुंचे बाबू, विश्वविद्यालयों के प्रोफेसर और इनके नाम पर बनने वाले संगठनों के मुखिया, कार्यकर्ता । राजनीति के खिलाडि़यों की तो इस बहाने फसल पहले से ही नीचे से ऊपर तक लहलहा रही है ।
स्कूल, कॉलिज से नौकरी की यात्रा में साथी रहे कई दलित चेहरे उभर रहे हैं । एक से एक भले, नम्र, ईमानदार । सोमप्रकाश आई.ए.एस. हैं । सिविल सर्विस की तैयारी के दिनों में पूर्वी दिल्ली की गलियों में घूमते हुए उसने बताया कि इस मकान में दसवीं क्लास की छुट्टियों में गारा, ईंट की मजदूरी की है । घर आना-जाना था । एक कमरे का घर था उसका । शादी-शुदा । तीन बच्चे । न मैं सवर्ण था, न वह दलित । रेलवे के एक और अधिकारी आज तक उतने ही करीब हैं जितने प्रशिक्षण के दिनों में । उन्होंने मॉं-बाप के साथ ईंटों के भट्टे पर मजदूरी की है । भट्टा मजदूरों पर वे कहानी लिखने का वादा करते रहे । यदि लिखें तो बहुत प्रामाणिक कथा सामने आयेगी । एक दोस्त सूचना सेवा में है । जाति से हरिजन हैं, लेकिन काम से हरि का अवतार । लम्बी फेहरिस्त है । दोस्ती की जमीन थी तो बस समान गरीबी, समान भाषा, परिवेश, महत्वाकांक्षाएं, कुछ बदलने की चाह । बरसों, दशकों तक जिन लेखकों, बुद्धिजीवियों की जाति का कभी ख्याल भी नहीं आया धीरे-धीरे पिछले दस बरसों में उनके हाव-भाव बता रहे हैं कि उनकी पहचान अब खास जाति या संगठनों से जानी जाती है । वे खुद वहॉं गये या उन्हें जाति के हुंकारे देकर वहॉं धकेला गया ? पिछले दिनों से जैसे-जैसे वे पदों की सीढि़यां चढ़ते गये और कुछ जाति संगठनों की घेरेबंदी में आते गये, मैं उनके लिये मात्र सवर्ण बन गया हूँ । यदि मैं उत्तर प्रदेश,बिहार की दुर्दशा पर सच्चे मन से रोना भी चाहूं तो उसे जाति के चश्मे से देखा, परखा जाता है ।
और सवर्ण ? इसलिये नाराज हैं कि इसने अपनी जाति के लिये किया क्या ? कई शर्माओं की जातिवादी उम्मीद पर खरा नहीं उतरा । उनकी ब्राह्मण सभा में जाने से मना किया तो उनको शक हुआ कि कहीं ये नकली शर्मा तो नहीं । देश के संविधान में अच्छी बात यह है कि किसी भी जाति, उपनाम को नाम के साथ नत्थी करने की आजादी है । एक ने कहा हमारे यहां के सारे बढ़ई शर्मा लगाते हैं । शक हो भी क्यों न ? जो न रामायण के बारे में जानता हो, न माता रानी, देवताओं और बाबाओं को भाव देता हो, मंदिर भी परसाई की व्यंग्य रचना में आई बकरी, बिल्ली की तरह भटकते हुए चला गया हो तो चला गया हो । लेकिन एक दिन ऐसा भी आया कि मेरे इसी सरनाम में शुद्ध ब्राह्मण मेरे अजीज मित्रों ने खोज लिया । और वे कमीशन गये कि इस पोस्ट पर हममें से क्यों नहीं ? संयोग से छह पदों और उन पर तैनात छह अधिकारियों में मैं अकेला तथाकथित सवर्ण था । खैर, प्रशासन ऐसी संवैधानिक संस्थाओं के आगे न केवल झुकता है, बल्कि जमीन पर रेंगने लगता है । मुझे ज्यादा झटका जातिवादी विश्लेषण की इस राजनीति से लगा कि क्या इतने ऊँचे अतिरिक्त सचिव, संयुक्त सचिव पदों पर पहुंचकर भी हम ब्राह्मणवाद या दलित जातिवाद सेमुक्त नहीं रह सकते ? क्या हमने संविधान गांधी, अम्बेडकर को इसीलिये पढ़ा था ? इनसे अच्छे तो वे रिक्शा चालक, रेहड़ी वाले हैं जो साथ खाते हैं और साथ मजदूरी करते हैं । यदि प्रेमचंद की कहानी ‘पंच परमेश्वर’ को याद करूं तो क्या इस वाद की जकड़न में किसी को न्याय मिलेगा ? हमने आजादी क्या न्याय को अंतिम आदमी तक पहुंचाने के लिये नहीं लड़ी थी ?
अचानक लगे धक्के से अकेलेपन के अहसास से भी गुजरा । वे कहते हैं ‘सवर्णों ने तो सैंकड़ों बरसों से हमें अकेला कर रखा था । यानि खून का बदला खून ।’
याद नहीं कि मैंने कभी किसी की जाति पूछी हो । कोई बताता है तो सुनने में भी आत्मा मैली होती है । हाल ही में स्कूली छात्रों के लिये पाठ्यक्रम तैयार करनेवाले संस्थान में जब जाना हुआ तो नाम के आगे जाति लिखना भी अनिवार्य था । क्यों ? क्या मुझे किसी जाति विशेष के कारण बुलाया गया था या किसी शैक्षिक मकसद से ? संस्थान का मिमियाता जवाब था कई बार संसद में प्रश्नों का जवाब देना होता है ? शिक्षकों के लिये सुझाव, उपदेश दिया गया कि वे दलित जाति के बच्चों पर विशेष ध्यान दें । क्यों ? शिक्षक से तो सभी को बराबरी और सहानुभूति से देखने की अपेक्षा की जाती है । जाति विशेष को पहचानेंगे कैसे ? क्या यह उन मासूमों का ही अपमान नहीं है ? क्या सरकार और उसकी संविधानिक संस्थाएं समाज में फैली गंदगी को और बढ़ाने के लिये है ? मेरे प्रगतिशील दोस्तो ! क्या देश वाकई प्रगति कर रहा है ? क्या ‘फूट डालो और राज करो’ के नये संस्करण के तहत धुआंधार जाति विमर्श के पिछले बीस बरसों में देश कारपोरेट कम्पनियों की गिरफ्त में नहीं चलता चला गया ? आपसी जातीय रंजिश, मुकदमे, विद्वेष, गुटबाजी के चलते सरकारी विभाग निरंतर ह्रास की तरफ बढ़ रहे हैं । क्या सरकारी स्कूल, अस्पताल, एअर लाइन्स का डूबना इसका प्रमाण नहीं है ? वक्त आ गया है जब सवर्ण शब्द को फिर से परिभाषित किया जाये । इस दौर में सवर्ण वे हैं जो अंग्रेजी, निजी स्कूलों, अस्पताल और निजी पूंजी की वकालत करते हैं जो धर्म और उसकी एक-एक रीति, वास्तु से लेकर पत्री, पोथे देखे बिना सांस भी नहीं लेते । जिस ब्राह्मणवादी या सवर्ण व्यवस्था के खिलाफ खड़े होने का ढोंग करते हैं अपने पूरे कर्म में वे उसकी कार्बन प्रतिलिपि हैं । सदियों से सताये लोगों के पक्ष में गांधी, साहू जी महाराज, ज्यातिबा फूले आदि सामने आये थे । नये संकीर्ण जातिवाद के खिलाफ किसी दलित चिंतक की आवाज का इंतजार आज पूरे देश को है ।
जाति व्यवस्था से मुक्ति का बाजा बजाने वाले मेरे पवित्र दोस्तों ! क्या शपथ खाकर कह सकते हैं कि वे जाति का उल्लेख परिचित, अपरिचित किसी के लिऐ गलती से भी नहीं करेंगे ? क्या हर सरकारी कर्मचारी को जातिसूचक नाम रखने पर प्रतिबंध लगाने का वक्त नहीं आ गया ?
जाति मुक्ति इसी रास्ते से संभव है ।

आलेख के एक-एक शब्द से सहमत हूं, इन स्थियों को अनुभव में जिया है और समझता हूं कि यह माहौल किस प्रकार डसता है। सरकार के एक सर्विस एसोसिएशन में पदाधिकारी होते हुए मैंने देखा है कि किस प्रकार सर्जनात्मक काम करने का जी-तोड़ प्रयास भी कैडर के जातिवादी दरारों में पैर फंसाकर दम तोड़ देता है। सरकारी व्यवस्था में एक व्यक्ति का एक व्यक्ति से संबंध नहीं रह गया है क्योंकि हर व्यक्ति एक जाति है। यह भी सही है कि बहुतेरे सवर्णों में बहुत महीन स्तर पर पारंपरिक विद्वेष बना हुआ है जिसे सामने वाला कथित पिछड़ा या दलित महसूस कर जाता है, फलस्वरूप एक नियमित प्रतिक्रिया को ढोकर जीता है। लेकिन इस सच से भी बड़ा समकालीन सच यह है कि कथित दलित जातियों के अधिकारीगण परस्पर सामाजिक और प्रशासनिक लाभ के लिए जो लामबंदी करते हैं,वे यथार्थ और कल्पित पहचान का संकट , यथार्थ और कल्पित एकता की जरूरत, लोभ, विद्वेष आदि का एक ऐसा कॉकटेल बनाते हैं, कि उनकी विश्व-दृष्टि में दरार है,संबंधों में जहर है, स्वयं अपनी ही जाति के छोटे पदों पर काम करने वालों के प्रति एक अजीब-सी सामाजिक-दूरी बरतने की प्रवृति है, फलस्वरूप सरकार की व्यवस्था में क्षरण है। प्रेमपाल जी ने उस संकट का भी खूब उल्लेख किया है जो वह प्रगतिशील सवर्ण झेलता है जो चारों ओर से घनघोर प्रतिक्रियाशीलताओं को झेलते हुए भी स्वयं अपनी ही जाति के जातिवाद के शरण में जाने का चयन नहीं करता। साधुवाद।
हमारा राजनीतिक ढांचा अपने मूल में जात-पांत आधारित और भेदभाव-सिंचित है। यही ( विभेद ) सत्ता-पिपासुओं की सारी लिप्सा तृप्त करने का अचूक नुस्खा है। दूसरी ओर कोई बड़ा सामाजिक आंदोलन दूर-दूर तक कहीं दिख नहीं रहा.. ऐसे में केवल सद्भावना से भला क्या लाभ संभव है..
