उदयप्रकाश हिंदी के उन थोड़े से ‘पब्लिक इंटेलेक्चुअल्स’ में हैं समय के साथ समाज में जिनकी विश्वसनीयता बढती गई है- अपने लेखन से, बेबाक विचारों से. आज गणतंत्र दिवस के अवसर पर उनके विचार जानते हैं- जानकी पुल.
२१ वीं सदी के पहले दशक की ऐसी कई बातें हैं जो मुझे बेहद कचोटती हैं. पहली बार मैंने देखा कि नेता, नौकरशाह, न्यायपालिका और मीडिया के बाद सेना के हाथ भी भ्रष्टाचार में सने हैं. इन सब पर सरकार की ख़ामोशी देखकर मुझे तरस आता है. यह गणतंत्र जनता का नहीं बल्कि संसद में बैठे 408 करोड़पति सांसदों का है. गणतंत्र मनाने की परम्परा आज़ादी के बाद संसद बनने से शुरु हुई थी, लेकिन अब वहां पहुंचे लोग जनता के नुमाइंदे नहीं हैं. वे करोड़ों के मालिक हैं. उनका खान-पान आम इंसानों से अलग है. हमारे यहाँ भ्रष्टाचार अपने आप में एक सिस्टम और विचारधारा का रूप ले चुका है और वह इतना पावरफुल है कि उसने अन्य व्यवस्थाओं को छिन्न-भिन्न कर दिया है. लोकतंत्र माफिया तंत्र में बदल चुका है. इसके पीछे मुख्या कारण है लालच. याद करिये कि समाजवाद का पतन इसी भ्रष्टाचार के कारण हुआ था. अवाम की बात करने वाले विलासिता के जीवन में डूब गए थे और एक दिन उनका सूरज भी अस्त हो गया.
हमारा देश यूरोप के छोटे-छोटे राष्ट्र-राज्यों की तरह एक भाषा-धर्म या फिर एक नस्ल वाला कभी नहीं रहा. यह तमाम नस्लों, संस्कृतियों, धर्मों और मानवता का एक अद्भुत संग्रहालय रहा है. हमारा गणराज्य इन्हीं सारे गुणों से मिलकर बना था, लेकिन अब देश की मौजूदा तस्वीर में यह झांकी नहीं दिखती. देश की नई सूरत अस्त्र-शस्त्र, तकनीकी प्रगति और आर्थिक विकास से भरी पड़ी है. इस विकास ने आम आदमी के साथ-साथ हमारे प्राकृतिक संसाधनों को भी हाशिए पर पहुंचा दिया है. कभी पुर्तगालियों ने भारत की जलवायु की तारीफ़ करते हुए कहा था कि यहाँ किसी भी किस्म के पेड़ लगाये जा सकते हैं, लेकिन आज जो तथाकथित आर्थिक प्रगति हो रही है वह देश की हरियाली को लील रही है. इस बार मेरे गांव के पास से बहने वाली नदी सूख गई. इस तरह की छोटी-छोटी घटनाएँ खतरे की घंटी हैं जिन्हें सरकार फिलहाल सुनना नहीं चाहती है. 1947 में हमारी वन-सम्पदा 42-46 फीसद थी, जो 2011 में 12 फीसद पर सिमट गई है. सामाजिक सम्पदा के मामले में देश कंगाल हो रहा है, लेकिन इन सारी चीज़ों से बेखबर 28 करोड़ का नव-मध्यवर्ग बेहतर कैरियर और लाइफस्टाइल के लिए किसी उन्मादी की तरह बाजार के पीछे दौड़ रहा है. इस सबका कहीं कोई अंत होता नहीं दिखाई देता है.

सर, आपकी हर कही गणना ,हर घटना जो देश और देश वासियों के लिए त्रासदी की श्रेणी में आती है ,शत प्रतिशत सच है निस्संदेह ,हम सब भुक्त भोगी जानते हैं ये सच ,पर क्षमा प्रार्थना सहित …की पहले अंग्रेजों से आतंकित और अब बीते ६२ वर्षों से तमाम ज्यादतियों (जिनको ओढ़ने में कहीं न कहीं हमारी भागीदारी भी रही है ,) ,उन दस प्रतिशत अरबपतियों(अपनों) से जो जनता के हक पर कुण्डली मारकर निश्चिन्त बैठे हुए हैं कुव्यवस्थाओ की आड़ लिए और शेष जिनमें से अधिकांश की दैनिक मजदूरी आज महंगाई की इस विकट स्थिति में भी २० रुपये प्रतिदिन से अधिक नहीं है!और भी सैंकड़ों विसंगतियां ……लेकिन क्या हम हमेशा इसी प्रलाप में कुंठित -डूबे रहेंगे?कोई नई सूरत क्यूँ नहीं ,जिससे हमें न सही हमारी भावी पीढ़ियों को निजात मिल सके ?
